There will undoubtedly be disruption when the tramlines are being put in, but consider this:
All utilities along the routes (electricity, gas, water, cable, phones) will all be moved at once with upgrades being carried out, all at the same time, all by one company. Without trams, all of these utilities will at some point be dug up. And they won’t be being dug up by one company at the same time, but repeatedly by different companies. Some upgrading works on utilities have been delayed in anticipation of the tram construction.
So if there are no trams, the roads will be dug up anyway. More than once. And it will cost more.
